On 1 January 2023, more than half (50.4%) of the population in Luxembourg was foreign-born. Malta (28.3%) and Cyprus (22.7%) completed the top 3 EU countries with the highest shares of foreign-born population.

The grand duchy spends an average of €689 per capita on research and development, according to Eurostat, placing it at the top of the EU chart.

A Eurostat study published on 4 August revealed that in 2021 Luxembourg spent more than all the other EU member states. Only Norway (€707.2) and Switzerland (€706.5), which don’t belong to the European Union, invested more per resident. Denmark, with €530 per capita and Germany with €470.9 complete the podium.

The Publications Office of the European Union, which is based in Luxembourg, is organising the first edition of the EU Open Data Days from 23 to 25 November 2021. 

Data is a key asset for digital transformation. It is a building material for research and innovation, personalised products and services, powerful new technologies and better decision-making. These translate into solutions to societal challenges that can improve and even save people's lives, as the current pandemic demonstrates.

This fully online event aims to serve as a knowledge hub, bringing the benefits of open data to the EU public sector and through it to people and businesses.

Auf dem Flughafen Findel werden die Abfertigungsanlagen für Aufgabegepäck modernisiert. Eine neue Abfertigungslinie sei eingerichtet worden, um die bisherige Ausrüstung zu ersetzen, und eine zweite werde derzeit installiert, so der Flughafen in einer Pressemitteilung. Die Änderungen entsprechen dem europäischen Plan, die Sicherheit auf Flughäfen zu verstärken, insbesondere im Hinblick auf Sprengstoffe.

Der neue Standard für das Gepäckfördersystem sollte eigentlich bereits im vergangenen September in Kraft treten, wurde aber aufgrund der Pandemie auf 2021 verschoben. Aber «der luxemburgische Flughafen ist pünktlich fertig» und das obwohl die Arbeiten in den vergangenen beiden Jahren schrittweise meist nachts durchgeführt wurden. Dadurch konnte der tägliche Betrieb am Flughafen wie gewohnt weitergehen, auch wenn es eine «immense technische Herausforderung» gewesen sei, so lux-Airport-Chef René Steinhaus.

Mit der neuen Technik kann der Flughafen deshalb in Zusammenarbeit mit Polizei, Zoll und der Luftfahrtbehörde das Kontroll- und Sicherheitsniveau deutlich erhöhen.

On January 20 2019, the Europe Direct Information Centre (EDIC) University of Luxembourg was inaugurated by Nicolas Schmit, European Commissioner for Jobs and Social Rights.

The EDIC University of Luxembourg office is located at the heart of the Greater Region,(Luxembourg and neighbouring regions in France, Belgium and Germany). It is ideally situated on Belval campus to interact with students, researchers, teachers and the general public on issues related to the European Union’s history and current affairs. It will also help reflect on potential future challenges. Dr Elena Danescu, coordinator of the EDIC office, said: “We are here at the crossroad of the Greater Region, and this EDIC office is open to all visitors. As a University, we are focused on research, but it is also our role to be open towards and interact with residents of our region and visitors.“

The EDIC office will organise lectures, seminars, discussions and exhibitions and offer information on the history of European integration, the EU institutions and the workings and policies of Europe. The EDIC University of Luxembourg will contribute to citizen education, especially among young people, raising awareness about the European Union’s policies and helping develop teaching and research on European integration in Luxembourg.

The EDIC office is located in the Luxembourg Learning Centre, the University library. Prof. Stéphane Pallage, Rector of the University of Luxembourg said: “Europe faces numerous challenges, as leaders today converge or diverge on their vision for the future and even on values such as freedom of expression. While it has come far, Europe has yet to build consensus of values, European values.”

Luxembourg is ranked as a ‘Strong Innovator’ in the EU Commission’s 2019 European Innovation Scoreboard. For the second year running, Luxembourg ranks 1st for ‘Attractive research systems’. This underlines the considerable development of the young Luxembourgish research and innovation ecosystem, and is an important recognition of the country’s continuous efforts to develop a world-class R&I landscape.
Considerable progress has been made in Luxembourg by successive governments leading to a doubling of investments in research, development and innovation in the last decade. The report, published Monday, 17 June, states that “Attractive research systems, Intellectual assets and Innovators are the
strongest innovation dimensions. Luxembourg scores particularly well on Foreign doctorate students, Trademark applications, and International scientific co-publications”.

The Luxembourg National Research Fund (FNR) has been one of the key drivers to establish Luxembourg as a leading knowledge-based society through science, research and innovation. Le ministre de l’Économie, Étienne Schneider, a présenté vendredi après-midi le HPC du Luxembourg. Meluxina, le supercalculateur à 30,4 millions d’euros, sera installé dans les locaux existants de LuxConnect à Bissen. Un choix stratégique.

Espérons que l’histoire ne se termine pas en queue de poisson: Melusine, dont l’histoire a inspiré le nom du supercalculateur luxembourgeois, s’est jetée par la fenêtre du château qui surplombait le Bock. Désespérée que son amoureux, Sigefroi le comte de Luxembourg, découvre sa queue de poisson, elle avait disparu dans l’Alzette.

Meluxina, lui, aura moins de chance de s’échapper des 162 mètres carrés qu’il occupera dans le bâtiment actuel de LuxConnect. Le supercalculateur dans lequel l’État et la Commission européenne investissent plus de 30 millions d’euros, est une sorte de réseau «d’ordinateurs» qui du coup atteignent une puissance de calcul de plus de 10 pétaflops, soit dans les 25 meilleurs HPC mondiaux.

Le Luxembourg a dû prendre cette option pour répondre à la stratégie européenne qui prévoyait l’amélioration de cinq HPC à plus de 10 Pflop et la création de 3 autres HPC à plus de 100 Pflos, pour 250 millions d’euros (Finlande, Espagne, Italie). Il fallait donc que cela s’insère dans des installations existantes.

Nach einer in luxemburgisches Recht umgesetzten europäischen Richtlinie müssen im ganzen Land und unabhängig vom Netzbetreiber sämtliche Strom- und Gaszähler ausgetauscht werden.

Ab dem 1. Juli 2016 werden daher die „Smart Meters“ genannten neuen intelligenten Zähler bei unseren Kunden installiert. Insgesamt werden im Großherzogtum Luxemburg bis 2020 von Creos 300.000 Zähler montiert, und zwar 250.000 Stromzähler und 50.000 Gaszähler.

Zur Koordinierung dieser weitreichenden Maßnahme und um das gemeinsame zentrale Versorgungssystem nutzen zu können, haben die sieben Strom- und Erdgasnetzbetreiber (Creos, Sudgaz, Sudstroum, Electris und die Städte Diekirch, Ettelbruck und Dudelange) eine Organisationsstruktur in Form einer Wirtschaftlichen Interessenvereinigung (Groupement d’Intérêt Economique, GIE) gegründet. Diese Struktur trägt den Namen Luxmetering. An Luxmetering werden zunächst sämtliche Verbrauchs- und/oder Erzeugungsdaten in verschlüsselter Form übertragen, bevor sie an die Netzbetreiber und anschließend an die Energieversorger weitergeleitet werden.

Das betreffende Gesetz sieht darüber hinaus vor, dass das intelligente Erfassungssystem außerdem in der Lage sein muss, andere Parameter wie Wasser und Wärme zu messen.

„Urban Farming“ kann die Antwort auf viele Fragen sein
Am Anfang stand das „Urban Gardening“. Mittlerweile erwächst aus dem sozialen Bürgertrend das „Urban Farming“, soll heißen eine Professionalisierung des Gemüse- und Obstanbaus als Teil der landwirtschaftlichen Produktion. Was die vorgestellten mehrfach wirksamen Dachgewächshäuser mit einschließt. Wobei das „Farming“ aber nicht das Ende der genossenschaftlichen Gärten und der Zusammenarbeit der Bewohner eines Viertels sein soll, die professionelle Landwirtschaft kommt als ein weiterer Mitspieler hinzu. Gerade für ein flächenarmes Land wie Luxemburg, das regionale Produktion immer stärker nachfragt, bieten sich diese neuen Wege an.

La Commission européenne et le ministre de l’Économie ont fait savoir vendredi que le superordinateur du Luxembourg serait situé à Bissen et ferait partie d’un réseau de huit HPC européens. Il aura une puissance de calcul digne des meilleurs superordinateurs américains, chinois ou japonais.

Avec dix millions de milliards d’opérations par seconde, soit dix pétaflops, le superordinateur du Luxembourg, installé chez LuxConnect à Bissen, sera dans le top 20 mondial, qui comprend, selon le dernier Top 500 disponible, huit américains, trois japonais, deux chinois et deux italiens, un coréen, un suisse, un français et un allemand.

Le Tera 1000-2 du Commissariat français à l’énergie atomique effectue par exemple près de 12 pétaflops, ce qui lui vaut la 16e place de ce classement, dominé par l’américain Summit (143 pétaflops – IBM).

In a major step towards making Europe a top supercomputing region globally, the European High-Performance Computing Joint Undertaking - EuroHPC has selected 8 sites for supercomputing centres located in 8 different Member States to host the new high-performance computing machines. The hosting sites will be located in Sofia (Bulgaria), Ostrava (Czechia), Kajaani (Finland), Bologna (Italy), Bissen (Luxembourg), Minho (Portugal), Maribor (Slovenia), and Barcelona (Spain).

They will support the development of major applications in domains such as personalised medicine, drug and material design, bio-engineering, weather forecasting, and climate change. In total, 19 of the 28 countries participating in the Joint Undertaking will be part of the consortia operating the centres. Together with EU funds, it represents a total budget of € 840 million. The exact funding arrangements for the new supercomputers will be reflected in hosting agreements that will be signed soon.

Les trois pays européens les plus exposés au Brexit sont, dans l’ordre, l’Irlande, le Luxembourg et les Pays-Bas, selon l’«indice de sensibilité au Brexit» calculé par l’agence de notation Standard & Poor’s (S&P) et publié le 28 mars. Selon les critères retenus par celle-ci, les pays les moins exposés sont alors l’Italie, l’Autriche et la Finlande.

Dans le détail, l’indice de S&P compile les données liées aux exportations de biens et services vers le Royaume-Uni, aux flux migratoires bidirectionnels, aux liens du secteur financier vis-à-vis de contreparties britanniques et aux investissements directs étrangers (IDE) au Royaume-Uni.

Luxembourg ranks 1st in the EU for its share of diploamed young people employed in the field of science and technology. With more than 45% of diplomaed women employed in this sector, Luxembourg also leads the EU ranking.

Die Abgeordnetenkammer hat am Mittwoch das neue Gesetz zur Änderung der luxemburgischen Personalausweise verabschiedet. Dieses Gesetz soll am 2. August in Kraft treten. Neben dem Foto und der Unterschrift des Inhabers sollen die Ausweise auch zwei digitale Fingerabdrücke enthalten. 

Luxemburg wendet die Verordnung des Europäischen Parlamentes vom 20. Juni 2019 für die Erhöhung der Sicherheit von Personalausweisen und Aufenthaltstiteln von Unionsbürgern im luxemburgischen Recht an. Das neue entsprechende Gesetz zu den Ausweisen wurde am 7. Juli von der Abgeordnetenkammer verabschiedet. Dies teilt das Ministerium für Digitalisierung in einer Pressemitteilung am Donnerstag mit. Die biometrischen Daten sollen somit ab dem 2. August erweitert werden. Personalausweise, die nach diesem Datum beantragt werden, enthalten in Zukunft neben dem Foto und der Unterschrift auch zwei digitale Fingerabdrücke des Inhabers.

Lux-Airport has confirmed that the first phase of moving the Baggage Handling System (BHS) at Luxembourg Airport towards EU aviation compliance has been completed.

The requirements for hold baggage screening changed as a result of EU Regulation 2015/1998 whose initial deadline for implementation was September 2020 and has now been postponed to 2021 due to the COVID-19 pandemic.

Over the past two years, the Luxembourg Airport team successfully moved the first half of the baggage handling system, completing their work in time for the initial deadline of the new EU Regulation. The Direction Aviation Civile (DAC) has approved the completion of the relevant works. The new standard was implemented in order to achieve higher levels of security. Sticking to the deadline was possible because the works were carried out in parallel to daily operations and at night. The move required detailed planning of actions and resources, while daily life at the airport had to remain uninterrupted.

The first part of the baggage handling system is now compliant and operational. The new BHS has been upgraded to “Standard 3 – Approved explosives detection systems". The next step, moving the second half of the baggage handling system, has been initiated.

Ein schönes Geschenk für unseren Nationalfeiertag: in dem gestern veröffentlichten EU Innovation Scoreboard wird Luxemburg wieder als führend in der Innovation bezeichnet. Damit gehört es neben Schweden, Finnland, den Niederlanden und Dänemark zu den Ländern in der EU, die laut aktuellem European Scoreboard als „Innovation Leaders“ klassifiziert werden.

En 2019, le Luxembourg était le troisième pays le plus cher au niveau de l’Union européenne. Il arrive d’ailleurs à la seconde place pour les produits alimentaires et boissons non alcoolisées.

Les niveaux de prix varient toujours très fort au sein de l’Union européenne. Selon des données publiées par Eurostat, concernant l’année 2019, le Luxembourg est en troisième position des pays les plus chers, derrière le Danemark et l’Irlande.

Selon une étude publiée par Eurostat ce jeudi, le Grand-Duché fait partie du top trois des pays européens où le niveau de prix d'un panier de nourriture et boissons est le plus élevé; y compris au sein de la Grande Région.
Avec jt - En 2018, le niveau de prix d'un panier comparables de produits alimentaires et de boissons non alcoolisées passait du simple au double d'un pays à un autre de l'Union européenne, révèle ce jeudi une étude d'Eurostat.

Ainsi, c'est le Danemark qui affiche le prix le plus élevé au sein de l'Union, suivi du Luxembourg et de l'Autriche. Le Grand-Duché se place donc comme le second pays européen où les denrées alimentaires sont les plus chères. Et dépasse largement ses voisins limitrophes.

Zehn Petaflops Rechenleistung wird "Meluxina" bieten, wie der neue luxemburgische Hochleistungsrechner vom Betreiber Luxconnect getauft wurde. Das sind zehn Millionen Milliarden oder 10 hoch 18 Rechenoperationen pro Sekunde, was den rund 30 Millionen Euro teuren Supercomputer weltweit auf Rang 22 rangieren lässt.

"Es handelt sich um ein Schlüsselelement unserer Bemühungen im Rahmen der Rifkin-Strategie, die ja einen Ausbau der Informationstechnologien vorsieht mit dem Ziel, eine nachhaltige Wirtschaft zu schaffen", so Wirtschaftsminister Etienne Schneider bei der Vorstellung des Projekts. Rund dein Drittel der Anschaffungskosten werden von der EU beigesteuert, da das Projekt sich in die europäische Hochleistungsrechner-Initiative EuroHPC eingliedert, die ihren Sitz ebenfalls in Luxemburg gefunden hat. Die europäische Strategie verfolgt vorrangig das Ziel, Europa mit vergleichbaren Rechenkapazitäten auszustatten, wie jene der großen Rivalen USA, China oder Japan.

Die Liste der Anwendungen eines derart leistungsfähigen Rechners sei schier endlos, wie der bei der Vorstellung anwesende Leiter der Generaldirektion EU-Generaldirektion Kommunikationsnetze, Inhalte und Technologien, Khalil Rouhana, unterstrich: "Die Anwendungen reichen von Simulationen oder Modellrechnungen und künstlicher Intelligenz in der Industrie, der Forschung und Wissenschaft, dem Gesundheitssektor, bis hin zu Entwicklungen in Startups und KMUs oder dem Finanzsektor". Rechner auf diesem Leistungsniveau seien bisher Mangelware in Europa gewesen, so dass bisher viele Institutionen und Unternehmen auf ausländische Kapazitäten hätten zugreifen müssen.

On Friday 14 June 2019, Luxembourg's Deputy Prime Minister and Minister of the Economy, Étienne Schneider, together with the Deputy Director General of the Directorate General of Communication Networks, Content and Technologies (DG CNECT) at the European Commission, Khalil Rouhana, as well as LuxConnect CEO, Roger Lampach, presented the future Luxembourg supercomputer, named "Meluxina", which will join the European network of EuroHPC supercomputers.

The EuroHPC Joint Undertaking, headquartered in the Grand Duchy, is an initiative co-financed by the European Commission and 28 countries, including Luxembourg, which aims to provide Europe with an ecosystem and a computing infrastructure. By June 2019, following a call for projecta, EuroHPC selected eight sites in different Member States to host supercomputers. The Luxembourg project to install the petascale supercomputer Meluxina at LuxConnect in Bissen has been selected. Luxembourg will thus obtain European co-financing for the realisation of its own high performing computer (HPC) which will integrate into the European network of supercomputers.

Unter anderem auf den Dächern des IFSB auf „Krakelshaff“ in Bettemburg soll ein 500 Quadratmeter großes Gewächshaus entstehen. Das soll helfen, gleich in zweierlei Weise CO2 einzusparen: einerseits durch die Verwendung ansonsten nicht genutzter Gebäudewärme und andererseits durch das Recycling von CO2 – das die Pflanzen ja aufnehmen.

Luxembourg has been selected as both the seat of the European Joint Undertaking for High Performance Computing (EuroHPC) and as a priority site among the eight countries to host the first European supercomputers.

The EuroHPC Joint Undertaking is a joint initiative of the EU and European countries to develop a world-class, high-performance computing ecosystem in Europe, headquartered in Luxembourg. As part of the establishment of a European network of High Performance Computing (HPC), EuroHPC had recently launched a call for projects to European countries to obtain hosting proposals petascale supercomputers.
