President Joe Biden’s White House is racing to secure its legacy ahead of November’s elections — in large part by doubling down on the future. In a reporting project published today, a team of POLITICO reporters broke down the massive, trillion-plus-dollar budget commitment made by the Biden administration and Congress to America’s infrastructure — a vast expenditure that could help his presidential campaign, if Americans actually get the money. That seems to be the hard part. Looking at the 2021 pandemic recovery and infrastructure bills, 2022’s CHIPS and Science Act and the 2022 Inflation Reduction Act, the reporters found that less than 17 percent of the $1.1 trillion allocated in those laws has actually been spent. And despite the recent fanfare around a series of announced grants for advanced semiconductor manufacturing, the CHIPS and Science Act was one of the major laggards.

In part two of a reporting series on AI and democracy published today by POLITICO, chief tech correspondent Mark Scott and colleagues take a closer look at how new digital tools are shaping geopolitics ahead of this year’s elections in America and across the globe. This election season could be one of the most important of the young century, with not only the U.S. presidency at stake but control of India, South Africa and the European Union, all amid a global reconfiguration of the media landscape wrought by AI. The risk is especially acute amid one of the modern world’s most stubborn conflicts: The efforts by post-Soviet republics to establish their independence in the shadow of the Cold War. Mark reports on Russia’s AI-powered propaganda campaign in Moldova, where a pro-Western government is fending off efforts to drive the country away from Europe ahead of an October referendum on joining the European Union.

Kyle Chayka writes about why taking the social-media platform TikTok away from American users will not help contain the habits that it has unleashed.
TikTok sued Tuesday to block a US law that could force a nationwide ban of the popular app, following through on legal threats the company issued after President Joe Biden signed the legislation last month.
Utah Senator Mitt Romney revealed the motivation for the bipartisan consensus to ban TikTok, and it has little to do with protecting users’ data. Speaking at the McCain Institute on Friday alongside Secretary of State Antony Blinken, Romney lamented Israel’s inability to control the flow of information out of and about Gaza, despite its best efforts to restrict press access. “I mean, typically the Israelis are good at P.R. What’s happened here? How have they—how have they, and we, been so ineffective at communicating the realities there and our point of view?” Romney asked Blinken, seemingly in disbelief that images of Israel’s indiscriminate bombing of Gaza have prompted outrage in the United States. Then Romney explained that the TikTok ban overwhelmingly passed both chambers of Congress because of the widespread Palestinian advocacy on the app.
WASHINGTON, May 7 (Reuters) - TikTok and its Chinese parent company ByteDance sued in U.S. federal court on Tuesday seeking to block a law signed by President Joe Biden that would force the divestiture of the short video app used by 170 million Americans or ban it. The companies filed their lawsuit in the U.S. Court of Appeals for the District of Columbia Circuit, arguing that the law violates the U.S. Constitution on a number of grounds including running afoul of First Amendment free speech protections. The law, signed by Biden on April 24, gives ByteDance until Jan. 19 to sell TikTok or face a ban.
